		<description>Nicely put!  Don't forget that if we REALLY want to look for an immediate change in prices we should look at unifying the various refining requirments from state to state.  If we had one federal standard instead of each state setting up it's own ideas for what type of gas blend they will allow it would greatly improve our current refining efficiency.  Plus, we need to increase our refinary capacity and stop the "not in my back yard" mentality.</description>
